There are also three Indian land-based casinos in the state, which are not regulated by the Louisiana Gaming Control Board, since the Indian tribes are sovereign. These casinos differ from the riverboat casinos and the land-based casino in that they are licensed only for slot machines. Somewhere along the line, race track casinos were added to the law. They must still maintain crews, including a certified captain/master, and they must still undergo dead weight testing, "passenger" regulation, etc. However, even though they remain docked, some with the keel almost resting on the bottom, they are still regulated by the U.S. Because of modifications to the law, the boats are no longer required to have a paddle wheel, nor are they required to sail. The original riverboat law stipulated that the boats had to have a paddle wheel, the paddle wheel had to provide at least 30% of the propulsion power for the boats, and the boats had to sail for 90 minutes out of each 180 minute period. The gaming laws have been modified over the years. A number of casino companies applied for the New Orleans license. The original law provided for 15 riverboat licenses and one land-based license. New Orleans has the only land-based casino because that's the way the law was written. Gaming licenses have been issued for the 15 riverboat casinos and for the race track casinos. Harrah's doesn't have the only gaming license.
